Rogério Marinho The rapporteur of the reform that created jobs with no fixed pay
Rogério Marinho (PL-RN), a senator since 2023 and leader of the Opposition in the Senate, has run Flávio Bolsonaro's campaign since January 2026[1–3]. As a deputy, he was the rapporteur of the 2017 labor reform, which created zero-hours work: the worker waits on call and is paid only for the hours they are called in[4, 5].

Cutting working hours by decree is, in itself, an aberration[15].
Included are roll-call votes with tallies and statements on the official or press record, each with its source. The vote on the veto override comes from the roll call published by Gazeta do Povo[13].
Wages
The job where you are paid only when called
In the Câmara, Marinho was the rapporteur of the labor reform and voted Yes to the main text on April 26, 2017, passed 296 to 177[4]. The reform created the zero-hours contract. Under it, the worker stays on call, unpaid, until the boss calls. When they work, they earn only for the hours done[5].
In December 2021, there were 244,000 such contracts. Average income was R$888 a month, 81% of the minimum wage at the time. And one in five contracts signed in 2021 paid the worker nothing for the whole year[5].
Retirement
More years of work to retire
In 2019, under the Bolsonaro government, Marinho was special secretary for Pensions and Labor[16]. In that post, he defended the pension reform and said it would save more than R$800 billion[6].
With the reform passed in October 2019, people starting work can only retire at 62, if they are women, and at 65, if they are men[17].
Taxes
Against taxing big companies and against tax-free food
On August 30, 2023, he voted No to the bill that gave the government back the tie-breaking vote at Carf, the tribunal that settles fights between the Receita Federal (Brazil's tax agency) and big debtors, such as companies. The bill passed 34 to 27[7]. In practice, the tie-break favors the State in these disputes. Without it, the Finance Ministry expected to lose R$59 billion a year in taxes[8].
On November 8, 2023, he voted No to the tax reform in the Senate's second round. The text passed 53 to 24[9]. The reform created the National Basic Food Basket, and the new taxes on these foods are set at zero[10].
Working hours
Against ending the 6x1 schedule
On ending the schedule of six days of work for one day off (PEC 221/2019), he said on July 1, 2026 that "cutting working hours by decree is, in itself, an aberration" and that it "will probably shrink the wage bill," that is, the total paid in wages[15].
January 8
Lighter sentences for the convicted
On December 17, 2025, he voted Yes to the Sentencing bill (PL da Dosimetria), which cuts the sentences of those convicted for January 8, passed 48 to 25[11]. In the debate, he said that "there was no coup; it was, in fact, a ruckus"[12]. On April 30, 2026, he voted to override Lula's veto of the bill, overridden 49 to 24 in the Senate and 318 to 144 in the Câmara[13, 14].
