Lucas Pavanato São Paulo's most-voted deputy called people who strike "bums"

Lucas Pavanato (PL-SP) got 3,038,438 votes for federal deputy on October 4, 2026, the most ever in São Paulo[1, 2]. As a city councilor, in May 2026, he called people on strike "bums," on the day the City Council gave public workers a smaller raise than teachers were asking for[3, 4].

Strike

Teachers asked for better pay; he called them bums

In May 2026, São Paulo city teachers had been on strike for more than two weeks. They asked for a raise of at least 5.4% plus a 10% real raise, that is, above inflation[4].

On May 13, the City Council approved, 35 votes to 16, the raise proposed by mayor Ricardo Nunes: 3.51% in two parts, the second only in May 2027. The teachers kept striking[4, 7].

At that session, Pavanato said on the floor: "To me, whoever strikes, whoever doesn't work, hits a police officer, is a bum." The session was suspended at least twice[3]. A strike is a worker's right to stop work to ask for better pay. Calling those who stop bums is an attack on that right.

Statements

Attacks on Amanda Paschoal and Erika Hilton

On February 6, 2025, he said on the floor about councilor Amanda Paschoal (PSOL): "Biologically, still a man"[5].

In August 2026, he posted a video calling deputy Erika Hilton (PSOL-SP) "Lula's travesti deputy"[8]. After the election, in a video at an airport, he told minister Guilherme Boulos: "We're going to put you in jail, you fool"[11].

Courts

Ordered to pay damages to a USP student

In April 2025, a court ordered him to pay R$8,060 to a USP student. He used her image without permission in a video shot at the university in 2023. It is a civil case, about damages, not a crime[6].

Flávio Bolsonaro

A video together and a promised campaign

In August 2026, still a candidate, Pavanato posted with Flávio Bolsonaro a video in which the two, inside a car, are "approached by Lula at the window." It topped 20 million views[9].

After the election, he promised to campaign for Flávio in the 2nd round. He said the PT "will have to hand over the sash and won't have an easy life from now on" (October 4)[13]; "I'll work twice as hard to elect Flávio Bolsonaro president" (October 5)[10]; "Flávio will be President of the Republic, mark my words" (October 6)[14]. On October 12, Lula's coalition asked the TSE to order the removal of posts by Flávio, the PL and him; there is no decision yet[12].

Election

From MBL to a record vote for the PL

A former MBL member, he ran for state deputy for Novo in 2022, with 36,258 votes, and joined the PL in July 2023[15]. In 2024, he was São Paulo's most-voted city councilor, with 161,386 votes[16]. As a councilor, he filed about 100 bills and passed 6[17].
