Arthur Lira He voted for workers to retire later and get less

Arthur Lira (PP-AL), a federal deputy since 2011 and speaker of the Câmara from February 1, 2021 to February 1, 2025, was elected senator for Alagoas on October 4, 2026[1, 2]. In the Câmara, he voted Yes to the pension reform, which raised the retirement age and cut the benefit[3, 4].

Retirement

More years of work, a smaller benefit

Lira voted Yes to the pension reform in both rounds in the Câmara, on July 10 and August 6, 2019[3, 10]. With it, urban workers can only retire from age 65, for men, and 62, for women[4].

The amount also fell. The benefit is now based on the average of all wages, and a man with 20 years of contributions gets only 60% of that average. The pension for a widowed spouse with no other dependents fell 40%[4]. The government expected to save about R$800 billion in 10 years[4].

Work

A contract with no guaranteed pay

In 2017, Lira voted Yes to the labor reform, passed in the Câmara 296 to 177[8]. The reform created the zero-hours contract: the worker is on call for the company, but only earns when called in[9].

In 2021, one in five of these contracts paid the worker nothing for the whole year. Average income was R$888, less than the minimum wage of R$1,100[9].

Health and schools

Twenty years of frozen spending

In October 2016, Lira voted Yes twice to the spending cap, 366 to 111 and 359 to 116[5, 6]. The rule froze for 20 years the spending of the federal government, which pays for hospitals and schools: it could only rise by the previous year's inflation, even with more people needing the service[7].

Amendments

Public money with no owner in sight

"There is no secret budget, there is a municipalist budget," Lira said in 2022 about the rapporteur's amendments, the part of the budget the rapporteur handed out[20]. In December of that year, the STF ruled these amendments unconstitutional, 6 votes to 5: no one really knew who asked for the money or where it was spent[11].

In 2024, a letter signed by Lira requested R$4.2 billion in amendments; 40% of the new requests went to Alagoas, without approval from the Câmara's committees[21]. A sealed STF inquiry is looking into suspicions in how amendments were assigned. In it, Flávio Dino authorized searches against a former Lira aide in 2025 and a face-to-face confrontation between him and José Rocha in 2026. Lira has not been charged by prosecutors in this case[22, 15].

Self-protection

Votes to protect politicians

In 2025, Lira voted Yes to the Shield amendment, passed in the Câmara 344 to 133[13]. It said a deputy or senator could only be arrested or prosecuted if their own house allowed it, in a secret vote. The Senate's Constitution and Justice committee rejected it unanimously, and it was shelved[23].

He also voted Yes to the Sentencing bill (PL da Dosimetria), which cuts the sentences of Bolsonaro and of those convicted for January 8, passed 291 to 148[14]. In 2026, he voted to override Lula's veto of the bill[16].

Against the press, Lira filed a civil suit against Agência Pública. In 2025, the 8th Civil Court of Brasília ordered the outlet and Lira's ex-wife to pay R$30,000; the story is still offline and the ruling can be appealed[24].
